From November 25-29, the Bayanihan Lab Network Inc. partnered with the UP Manila Institute of Herbal Medicine (IHM) under the initiative: Navigating the Taiwanihan Strength for Herbal Medicine and Horticulture. This initiative deepens institutional understanding of how innovative public systems, research models, horticulture practices, and biotechnology ecosystems operate within a progressive environment.Through site visits, policy discussions, academic exchanges, and research integration, the UP-IHM led by Dr. Cecilia C. Maramba were exposed to learning experiences that offered a clear roadmap to how the Philippines can strengthen its own herbal medicine ecosystem, from research and testing to commercialization and public health systems integration. By studying Southern Taiwanโs cross-sector approach, the delegation gained insights aligned with Philippine institutional needs including policy frameworks, laboratory standards, product development pathways, and community-driven herbal medicine learnings because the goal is not just to understand innovation but to translate it into local, relevant, and actionable solutions.The delegation began with an industrial visit to the Pingtung Agricultural Biotechnology Park, Taiwanโs leading hub for herbal medicine and natural product innovation. They toured Joben BioโMedical Co., Ltd., known for its work on Antrodia cinnamomea, and the Tianming Pharmaceutical Science Park Tourist Factory, which integrates traditional Chinese medicine heritage with modern pharmaceutical practices. At Kaohsiung Medical University, the team met Dr. Aaron Chang, a distinguished scientist in phytopharmaceutical development. Discussions focused on drug discovery, patent strategies, and advancing herbal medicine through rigorous research. This exchange highlighted the value of linking Philippine expertise with Taiwanโs established pharmaceutical ecosystem. Beyond laboratory and industrial learning, the delegation experienced Kaohsiungโs City Learning Tour, which showcased urban development, cultural governance, and publicโprivate partnerships. Visits to the WeiโWu Ying National Fine Arts Center, Kaohsiung Main Library, and Pier 2 Arts Center offered insights into how innovation and governance intersect to support inclusive growth. At AgriGaia in Meinong District, the team learned about organic farming and soil empowerment technologies and Dr. Wong of Shih Chien University contextualized rural agriculture for herbal medicine cultivation. QUEZON CITY โ Youth organizations gathered on February 20 at Ateneo de Manila University to advance a more structured and inclusive framework for youth engagement in open governance, marking a significant step in the formation of the PH-OGP Youth Network.The inception meeting, organized by ๐๐ผ๐ผ๐ฑ๐๐ผ๐๐ฃ๐, is part of the โGenOGPโ initiative supported by the European Partnership for Democracy (EPD) and the Youth Democracy Cohort. The program seeks to engage Filipino youth in reviewing, monitoring, and co-creating youth-centered commitments under the Philippine Open Government Partnership, including the development of a proposed PH-OGP Youth Action Plan.During the discussions, it was emphasized that ๐๐ผ๐๐๐ต ๐ฒ๐ป๐ด๐ฎ๐ด๐ฒ๐บ๐ฒ๐ป๐ ๐บ๐๐๐ ๐บ๐ผ๐๐ฒ ๐ฏ๐ฒ๐๐ผ๐ป๐ฑ ๐๐๐บ๐ฏ๐ผ๐น๐ถ๐ฐ ๐ฎ๐ป๐ฑ ๐๐ผ๐ธ๐ฒ๐ป๐ถ๐๐๐ถ๐ฐ ๐ฝ๐ฎ๐ฟ๐๐ถ๐ฐ๐ถ๐ฝ๐ฎ๐๐ถ๐ผ๐ป and instead be institutionalized through sustained capacity-building and technical grounding within existing governance frameworks such as the Open Government Partnership (OGP).BLN underscored that the presence of meaningful youth participation or the lack thereof, does not only affect young people themselves, but also directly impacts the quality, inclusiveness, and legitimacy of decisions made by duty-bearers. By anchoring youth engagement within OGPโs established mechanisms for co-creation, monitoring, and accountability, the network can foster a guided, credible, and policy-aligned platform.BLN was represented in the workshops by Dexter Lloyd Sularte and Gella Leano, who contributed to breakout sessions and strategic planning discussions. Sularte advocated for the establishment of regional chapters of the proposed youth platform to address accessibility gaps for organizations outside Metro Manila, particularly in areas where civic space remains constrained. QUEZON CITY โ The National Youth Commission (NYC) recently met with the Bayanihan Lab Network (BLN) represented by Mr. Dexter Lloyd Sularte, to explore potential areas of collaboration on the upcoming CityScape Youth Leaders Program in Kaohsiung City, Taiwan, scheduled for April 28โMay 2, 2026.The meeting centered on strengthening the architecture of international exposure programs for Filipino youth leaders, particularly those serving in the Sangguniang Kabataan (SK). ๐ก๐ฌ๐ ๐๐๐๐ถ๐๐๐ฎ๐ป๐ ๐ฆ๐ฒ๐ฐ๐ฟ๐ฒ๐๐ฎ๐ฟ๐ ๐๐ฒ๐ฟ๐๐ ๐๐ฎ๐บ๐ฒ๐ ๐๐๐บ๐ฎ๐ฟ๐ถ๐ conveyed openness to sustained collaboration and underscored the importance of ensuring that international engagements for SK officials and youth leaders are implemented with rigor, accountability, and clear developmental outcomes. The discussion emphasized that overseas learning initiatives must be structured, policy-aligned, and anchored on measurable capacity development objectives.BLN presented the design framework of the Kaohsiung program, which will intentionally limit participation to 35 delegates per cohort in order to preserve depth of engagement, mentoring quality, and structured peer-learning dynamics. The program will convene Filipino and Taiwanese professors, civil servants, community leaders, and entrepreneurs in facilitated sessions focusing on youth governance, urban innovation, sustainable development, and civic leadership. The initiative is organized in partnership with Youth Service Philippines (YSP) and Edu-Connect Southeast Asia Association Taiwan.BLN and its program managers have been involved in PhilippineโTaiwan exchanges from 2023 to 2026. Over this period, the network facilitated more than 70 bilateral delegations involving over 1,100 participants across local governments, national government agencies, higher education institutions, civil society organizations, and youth sectors.
