On August 7, 2025, the Bayanihan Lab Network led delegates from Chang Jung Christian University and Baolai Cultural Association to the Plenary Hall of the Philippine Congress as part of the International University Social Responsibility (IUSR) Program.
Graciously received by Ms. Jac Labatique, the group also visited the Congress Library and Archives, gaining a deeper understanding of the institution’s history and role in nation-building.
Program Head, Dexter Sularte reflected that while the Plenary Hall has been the stage for national debates and historic decisions, it often feels detached from the poverty, pollution, and lawlessness outside its walls. Without listening to the people, he stressed, these challenges will persist if systemic corruption continues. For the Taiwanese students in the delegation, the visit was eye-opening—witnessing firsthand the grandeur of the halls inside and the striking poverty just beyond its doors underscored the country’s deep disparity and disconnect.
As part of IUSR, the discussion during the visit underscored the importance of learning institutions like UP-NCPAG’s and its role in training, educating, and guiding legislators - ensuring that laws are informed by both academic insight and the realities on the ground. For a moment, as students and professors stood where laws are made, the line between classroom and chamber blurred showing how governance can improve when learning and leadership work together.
