Victoria, Tarlac Delegation Explores Effective Governance and Community Leadership in Southern Taiwan

From September 8 to 12, 2025, a delegation of local leaders from Victoria, Tarlac embarked on a journey to Kaohsiung and Pingtung, Taiwan, as part of a leadership and governance learning program co-organized by Edu-Connect Southeast Asia Association and the CLRG - Center for Local and Regional Governance. The group, composed of barangay captains, councilors, and municipal officers, explored Taiwan’s innovative approaches to urban planning, grassroots governance, and sustainable development.
The delegates were warmly welcomed at key institutions including the Kaohsiung City Government, the Intelligent Transportation Center, Qishan District, and at the Neipu Township in Pingtung County. Through detailed briefings and site visits, they gained firsthand experience of participatory governance mechanisms like the Citizen Complaint System and smart mobility technologies that enhance transparency and public accountability.
