Bayanihan Lab Network at Xavier University: Championing Strategic Communication for Good Governance 🇵🇭

Bayanihan Lab Network, represented by Dexter Sularte, recently met with Development Communication students at Xavier University – Ateneo de Cagayan to unpack an often overlooked issue in governance: the role of communication in making policies work.
The talk, “Make it Make Sense: Why Good Governance Needs Good Communication,” focused on a recurring challenge in public service. In the Philippines, many well-meaning policies fail not because they’re poorly designed, but because they’re poorly communicated. When messaging is unclear or absent, it becomes difficult for stakeholders—from communities to public servants—to understand, support, or engage with reform efforts. We highlighted the need for Development Communication and Public Administration to work together. Policy must go hand in hand with storytelling, connection, and inclusion.
Communication isn’t just about relaying information—it’s about building trust, creating buy-in, and empowering people to take part in change. During the session, we also introduced the ICUE framework—Industry, City, University, and Entrepreneurship—which underpins our ongoing work in both the Philippines and Southern Taiwan. ICUE is our approach to fostering multi-stakeholder collaboration, where innovation and development thrive through strategic partnerships and shared goals.
Students responded with energy and enthusiasm, seeing how their discipline plays a vital role in shaping a better future. At BLN, we believe every good policy needs a strong narrative and every citizen deserves to understand and take part in it.
